Virginia may be for lovers but it also seems to be a popular place for cigarette traffickers. As a result, multiple law enforcement agencies have increased arrests and prosecutions of those involved in cigarette trafficking. Virginia’s low excise tax on cigarettes makes trafficking of the product to other states a profitable but illegal endeavor.

The Virginia General Assembly has made recent changes to the laws involving cigarette trafficking and the possession of multiple cartons of cigarettes. As of July 1, 2013, possession of more than 25 cartons of cigarettes is a Class 1 misdemeanor and a possession of 500 cartons or more is a Class 6 felony. There may also be civil penalties and/or fines.
